Counselors can share the preparation guide and worksheet with interested students. Students can keep their outline privately while the program is being developed.
There is no need to collect student identity records or forward projects to Pharos Production at this stage. The announced process will specify any required institutional confirmation.

Award administration is a separate step
Listing a scholarship is different from confirming a student's enrollment or receiving an external award payment. The round rules will describe any institutional role in those later steps.
